Daniel 4:17 tells us "The Most High God is sovereign over the kingdoms of man and he gives them to whomever he choses." Throughout scripture we find this to be true. Sometimes a change is leadership is a result of sin & judgment. Such is the case with Eli and his sons Hopni & Phineas. As God prepares Samuel for leadership - He simultaneously judges the wickedness of a nation and its priestly family.
